PLANNING AND REDEVELOPMENT PROJECTS

The planning staff at MMS has a wide range of experience and expertise in traditional physical planning, development review, redevelopment, landscape applications, and policy planning which are ideally suited for small and medium sized communities in the Bay Area, Sacramento and San Joaquin Valleys, and the Southern California area. RELEVANT EXPERIENCE

Diamond Park Way Preliminary Development Plan, Manteca, CA

MMS’s responsibilities included design and production of preliminary land use plans for this 10.4 acre mixed-use commercial site in the City of Manteca, which includes a 17,000 square foot hotel, 43,000 square feet of retail space, and an 18,000 square foot restaurant. The project is designed to support a future adjacent recreational, retail, and restaurant development with a regional draw.

City of Gilroy Redevelopment Feasibility Report Gilroy, CA

MMS responded to the Citywide issues and developed a strategy that produced a Feasibility Analysis of forming a “Downtown Redevelopment Area”. The report included preliminary boundary, blight analysis, tax increment projections, and recommendations.

Uptown Oakland Redevelopment, Oakland, CA

MMS prepared the Vesting Tentative Tract Map and Final Map for this project, which encompasses four city blocks in Uptown Oakland. Issues included multiple owners and historical preservation.

Subdivision Mapping in Southeast Antioch, Antioch CA

MMS provided subdivision mapping for approximately 6,000 units for several homebuilders in a large specific plan area in the City of Antioch. MMS’s design incorporated community based subdivision design for sensible regional growth. Mapping services included land use programming, circulation, and preliminary engineering to produce tentative tract, and final maps for balanced growth.

Marina Boulevard Parking Lot, City of Pittsburg, Pittsburg, CA

MMS Planners provided conceptual design and circulation layout for this 1.2 acre municipal parking lot. Design included project area programming and conceptual design drawings considering such issues as circulation, layout efficiency, defensible space, neighborhood preservation, landscaping, and drainage.

Gateway Village Preliminary Development Plan, Manteca, CA

MMS designed and produced Preliminary Land Use Plans for this 25.8 acre mixed-use commercial site in the City of Manteca. The design incorporates pedestrian-friendly anchor and support retail, restaurants, office space, a service station, and a shared drainage basin to support a growing local residential population.

City of Pittsburg Five-Year Implementation Plan 2005 – 2009, Pittsburg, CA

MMS worked with the City’s Redevelopment Agency and the Attorney to produce their required Five Year Implementation Plan for their Redevelopment Project Area Plans. MMS was responsible for research, data gathering, and updating the Implementation Plan and the City’s Redevelopment Area Map. We assisted staff with a public workshop intended to provide education and a voice for the next five-year spending phase of approximately $34 million in bond proceeds.

Development Feasibility Study for Shea Homes in Future Urban Area 1, Antioch, CA

MMS provided a technical report for a proposed active adult community consisting of 1,500 residential units and an 18-hole golf course. The report included analysis and documentation in regards to local, state and federal planning and development issues, guidelines and policies, zoning and regulatory permitting requirements, phasing and product mix, infrastructure requirements, and development impact fees.

Brentwood and North Brentwood Redevelopment Plan Amendments, Brentwood, CA

MMS assisted in the preparation of a Redevelopment Plan amendment and report. The report included project area descriptions, added areas, proposed land uses, population and building intensities and standards, blight study, economic feasibility analyses, and financing options. The Sunset Industrial Complex site was added to the area during this amendment.
