Experience Summary
Mr. McGill, President and Principal in Charge, brings
over 30 years of technical experience to projects, including
the most recent 20 years concentrating primarily in the
field of land-based public financing and public infrastructure
implementation. His broad experience includes traditional
Assessment Districts (1913/1915 Act), Mello-Roos (Community
Facilities Districts), Revenue Bond Financing, Marks-Roos
pooled financing, and reassessment proceedings. Mr. McGill
is a recognized expert in the field of land-based public
finance and, as such, has led many technical presentations
to groups of professional engineers, planners, and agency
personnel. Recently, Mr. McGill was elected to the Central
Contra Costa Sanitary District’s Board of Directors.
Mr. McGill's planning experience includes consulting
with private and public interests on forward planning
issues to prepare regional planning studies, feasibility
and constraints reports, annexation analysis studies
and agreements, Environmental Impact Reports, General
Plans, and Specific Plans.
Mr. McGill has designed and managed a variety of public
works and private land development projects. He has extensive
experience in dealing with public agencies and local
governments, and is well versed in regulatory procedures
and requirements for obtaining approvals and permits.
He has worked with many federal, state, and local agencies,
including the Federal Emergency Management Agency, U.S.
Army Corps of Engineers, the Regional Water Quality Control
Board, the U.S. Fish and Wildlife Service, and the California
Department of Fish and Game.
Mr.
McGill has specific expertise in the areas of environmental
assessments, flood control, shore protection, hydraulics
and hydrology, grading, drainage, storm water quality,
and erosion control. As a civil engineer registered
prior to 1982, he is authorized to practice land surveying,
including the preparation and signature of survey maps. Mr.
McGill is especially skilled in dealing with the public
through public presentations, workshops, and individual
meetings.
Mr.
McGill serves as a consultant and expert witness to the
insurance and legal industries. He has been the
expert witness on numerous litigation cases for both the
plaintiff and defense. His expertise focuses on grading,
drainage and construction methods.

Mr.
Mattson is the lead principal in charge of urban planning
for MMS. He directs staff in all facets, from urban
design to environmental processing. As a
Principal/Project Manager with over 25 years of experience,
Mr. Mattson has worked for both the public and private
sectors on numerous special assessment studies, financing
documents, boundary resolutions/formations, and financing
implementation programs. He has experience dealing with
public agencies and the State requirements needed for
the preparation of special financing districts.
Recent projects have also involved Mr. Mattson in directing
staff related to the formation of Mello-Roos Districts
(Community Facilities Districts), Street Lighting and
Landscape Maintenance Districts, Assessment Districts,
etc. Mr. Mattson has considerable experience in evaluating
the impacts of Proposition 218 and in the facilitation
of public agency financing districts. Mr. Mattson assumes
the primary responsibility for various financing documents,
exhibits, tables and analyses, as well as providing subconsultant
coordination and agency presentations. He has established
a successful track record in formulating and implementing
special financing districts.
Additionally,
Mr. Mattson has worked for both the public and private
sectors on numerous planning, entitlement, urban design,
and landscape projects. Recent experience
has focused on small-scale infill projects and mixed-use
developments. This experience also includes evaluation
of existing landscape and strategies for rehabilitation,
design assistance for large multi-phased projects, numerous
roadway enhancements, golf course modifications, and
joint use park and flood control basin projects.

Summary
Mr.
Griffin’s city planning experience extensively covers
the public and private sectors. Since 1994, Mr. Griffin
has brought significant local government experience
with a broad understanding of the public sector to
the company.
His
expertise includes interpretation and implementation
of General Plans and policy implementation tools including
Specific Plans, subdivisions, and zoning ordinances. Related
to this expertise is the ability to provide services
related to CEQA, project entitlement process, redevelopment,
physical land planning, and project management.
Mr.
Griffin also uses the skills acquired thorough his years
of land development and planning experience to oversee
the marketing of the firm. Marketing tasks include annual
preparation and implementation of the company’s marketing
plan.

Experience Summary
Mr.
Briggs has over 20 years experience working in a range
of civil engineering capacities and on a wide variety
of assignments for both municipal agencies and private
consulting firms.
As project manager, Mr. Briggs has organized, managed,
and monitored a range of program administration, design,
plan check, and construction administration services
for public works, roadway improvement, and land development
projects. Mr. Briggs has managed plan check and other
“extension of staff” services and activities. His responsibilities
include coordinating with clients, owners, agencies,
developers, designers, surveyors, and utilities. He is
knowledgeable in the evaluation, formation, processing,
and implementation of Community Facilities District and
other land-based financing districts.
In
addition, Mr. Briggs has assisted in the design, planning,
and preparation of street improvement plans. He has
also been responsible for preparing technical specifications,
cost estimates, and bid documents for many roadway
and pavement construction projects. Mr. Briggs has
performed quality assurance and buildability reviews,
and he is experienced in the technical review of subdivision
maps, grading plans, and improvement plans. Mr. Briggs
has also provided field observation and contract administration
of construction projects involving roadways, underground
infrastructure, community parks, traffic signals, and
bridges.

Experience Summary
With over 20 years of experience, Mr. Niklarz has worked
on a variety of projects involving the coordination and
processing of key components of CFD formation and bond
related services. Mr. Niklarz has assisted in preparing
Rate and Methods of Apportionment documents and Special
Tax Reports, docketing, and scheduling City Council agenda
statements. In addition, Mr. Niklarz has provided plan
check services to a variety of agencies and has extensive
field experience in public works and private construction
as a Quality Control Manager and Field Engineer.
Mr.
Niklarz also provides auditing services including review
of the reimbursement applications and records including
invoices, lien releases, and public notices so that they
conform to the Acquisition/Financing documents. He
also prepares required audit spreadsheets and tables. |
